Council OKs board appointment 

Also on Tuesday, governing body members:

* Held a work session in which they heard assistant city attorney Judy Olander describe arrangements in place for smoking ban enforcement in the city. Olander said the district attorney is to prosecute alleged violations in Topeka of the statewide ban that took effect July 1. She said the city attorney's office will pursue administrative action regarding any alleged violations of the city smoking ban, which took effect Dec. 4, at places where the city bans smoking but the state doesn't, such as nursing homes and private clubs.
