Intro:

The report, titled "A Broken Promise to Our Children," concluded that state governments had reduced spending by 15 percent, to $567 million, for smoking prevention and cessation programs in the fiscal year that ended in September. . . .

Despite the lip service that Iowa Gov. Chet Culver has given to efforts to curb smoking, as well as his successful push to add $1 per package to the state's cigarette tax, the report noted only one state, North Dakota, has smoking prevention and cessation programs at the level recommended by the federal Centers for Disease Control and Prevention.

The report says tobacco companies spend $20 on marketing for every $1 that states spend on anti-smoking efforts. . . .

It's truly a case of pay now or pay much more later.
