City Council Tuesday night, in a 3-2 vote to approve a new smoking ban in certain areas of the city.

The no smoking rule has already been in place for Capitola Beach, but now it will include parks, City Hall, the wharf, Stockton Bridge, and the Esplanade where businesses, especially restaurants and bars say its hard enough to drum up business
