Intro: It's the most controversial measure on the ballot, but the St. Louis County smoking ban initiative did not pull in many voters. Turnout was low at the polls for Tuesday's election. With only absentee votes counted, 69 percent people voted for the smoking ban in public places compared to 31 percent against.
