Intro: A commercial shipment of declared balloons turned out to be spit and chewing tobacco after it was examined by Border Services Officers at the Peace Bridge in Fort Erie.
The shipment, which was examined on Oct. 16, was found to contain 50 cartons and 398 bags of tobacco with an estimated street value of $57,500.
