After discussions within the city commission and a suggestion from Mayor Russell Thomas, the first of a series of public hearings was placed on the agenda to assess public opinion on a proposed city smoking ban.

"We wanted to take it to the public to see where the interest was," Thomas said, addressing those in attendance.
