Intro: The health department was told to draft a new ordinance that would require landlords to tell prospective tenants which of their neighbors are smokers, and how smoking complaints will be handled.
Also, restaurant owners could be fined for allowing customers to smoke in outdoor dining areas -- a part of the smoking ban that is often being ignored.
