Intro: Pennsylvania Budget Secretary Michael J. Masch said on Monday that the Pennsylvania Access to Basic Care program (PA ABC) that the House of Representatives adopted in March is affordable.
In a teleconference from the governor's office, Masch said the bill is now under consideration in the Senate. . . .
The key funding sources are:

* a 10-percent-per-pack increase in the state cigarette tax;
* a 36-cent tax on other tobacco products that are currently not taxed. Pennsylvania is the only state that does not tax these other products.
A recent survey by Quinnipiac University showed that 71 percent of Pennsylvanians support raising the tax on tobacco products and using it for health insurance.
