Intro: A bill that bans smoking on the grounds of state psychiatric hospitals has been signed into law this week by Gov. Jon Corzine, with a leading patients' rights group that strongly opposed the ban saying yesterday it has no immediate plans to legally challenge the legislation.
New Jersey Protection & Advocacy said the state's decision to enact a ban by passing a law rather than enacting a regulation would require it to make a constitutional challenge to the smoking ban, one they are not prepared to do in the near future.
