Intro: Sixteen local clubs, taverns and restaurants have been fined between $100 and $1,000 in the first 10 months since the statewide smoking ban took effect last May, while warnings were issued in 20 other instances.
"I think we're doing what we were asked to do, but the first thing we try to do is work with the business," said Robert Zehentbauer, tobacco educator for the Columbiana County Health Department.
