Any number of times, it looked as though Lawton Chiles would lose and the tobacco companies would win. Ten years ago today in West Palm Beach, Gov. Chiles won.

Big Tobacco stopped fighting the state's lawsuit to recover Medicaid costs caused by smoking and agreed to a settlement worth $13 billion over 25 years. . . .

This week, the late Gov. Chiles' son said, "These funds are going to make a huge difference." But he noted that the tobacco industry "is not going to roll over" and will "continue to try to recruit smokers." The new commitment to Gov. Chiles' legacy will give Floridians a fighting chance.
