Intro:

Germany has become an increasingly isolated outpost for smokers in western Europe with virtually no restrictions on where and when people can puff away.

Smoking is not banned in any of the World Cup stadiums in Germany.

The co-ruling Social Democrats often have party congresses sponsored by the tobacco industry complete with free cigarettes.

Parts of schools and even hospitals can look like a hazy late-night jazz club due to officially sanctioned smoking sections.

Germany stands alone with Austria, Estonia, Greece and Poland among EU states that have passed no laws to restrict smoking in bars and restaurants.

Even smoker strongholds such as Italy, Spain and at least on paper, France, have moved to restrict tobacco consumption in public.
