Intro:

The tobacco factory, like so much of Albania's industrial production, had fallen victim to the country's opening to the West 10 years ago. Who would buy Albanian cigarettes when they could smoke Marlboros instead? The countryside is dotted with these derelict buildings. The town of Shkoder, though, could find nowhere else to house the Kosovars who keep arriving in such numbers.
