Intro: The local government of Mandaluyong recently began the strict implementation of its city-wide Anti-Smoking Ordinance in a bid to protect the health and welfare of its constituents and discourage cigarette smoking and tobacco use.
City Ordinance No. 279 s-2004 prohibits smoking in enclosed offices of all government and public buildings, public and private schools, malls, business establishments, hospitals, medical clinics and in public conveyances such as jeepneys, taxis, tricycles, and pedicabs.
Violators will be apprehended and ordered to pay a fine of R1,000 for the first offense, and R2,000 for the second offense. Those who will be caught for the third time will pay a fine of R3,000 and face imprisonment for three to five days.
Anti-Smoking Task Force chief Robertino Fortes said that prior to the implementation of the ordinance, he held a series of consultations with the business sector in Mandaluyong composed of mall owners, night club operators, building administrators, as well as jeepney and tricycle drivers associations.

During the meetings, Fortes also took into consideration the concerns of each group and came up with a balanced set of Implementing Rules and Regulations (IRR) that will be fair to all concerned.

Fortes said 30 Anti-Smoking Task Force personnel and seven barangay enforcers are deployed in the field from 8 a.m. until 12 midnight.
