Intro: A leading anti-smoking advocate has urged district councils to participate in education and promotion campaigns, which he says are as vital as legislation.
Council on Smoking and Health chairman Homer Tso addressed a dozen district councillors at an anti-smoking meeting yesterday.
``Legislation is a must, but promotion and education is also important,'' he said.
``What's the point if we rush in to legislate a law that is not enforceable?''
Tso said the amendment made to the smoking ordinance in 1997, which allows restaurants with less than 200 seats not to provide a non-smoking section, had proved ineffective.
