Intro:

The ban on smoking in health clinics and hospitals doesn't seem to be working very well. The results are so disappointing that many who hoped to have a smoke-free environment are angry that even a decree issued by the Minister of Health Mohammed Al Jarallah has not deterred staff and patients alike from lighting up.

The Ministry of Health has been trying to ban smoking at public health units for over two years, one angry patient at a local hospital said. "Unfortunately if just doesn't seem to work. If doctors and health staff smoke blatantly, how do you ask patients and other visitors to put out their cigarettes?"
