SACHEON, South Gyeongsang Province - When British American Tobacco was considering building a production plant in the Jinsa Industrial Complex here in 2001, it faced strong opposition from activists who hated to see a foreign tobacco company rolling out cigarettes that could hurt the health of the Korean people.

But Kim Hyuck-kyu, governor of the southern province, and officials at the local government thought differently.

After thinking hard about how he could woo the tobacco giant to the Sacheon area, the governor bought a pack of Dunhill cigarettes, a BATbrand, and smoked them in front of the visiting chairman, Martin Broughton. . .

Finally, BAT became one of 12 multinational companies that are operating plants in the Jinsa industrial park, with a $100 million factory built in November 2002.
