Intro: Gov. Bill Graves says he is not going to spend any money from the state's estimated $1.5 billion settlement with the tobacco companies until the money actually gets here.
The governor also said during an interview in his office Wednesday he fears the federal government may try to get 60 percent of the state's share of the tobacco settlement money.
