Intro: A state senator has proposed letting Missouri residents decide whether money from a $6.7 billion tobacco settlement should be sent straight to taxpayers or be placed in the hands of lawmakers for decision-making.
Sen. DAVID KLARICH, R-Ballwin, filed a joint resolution earlier this week that would give voters two options to amend the constitution with regard to the settlement.
