Intro:

Intrigued by debates over the unregulated electronic cigarette, City Room decided to take an e-cigarette out for a spin in Bloomberg's anti-smoking New York City.

An e-cigarette was put into action, releasing some pretty realistic-looking smoke, on a subway car waiting at the end of the V line at Second Avenue in Manhattan. Four blond women, presumably European tourists by the sound of their accents, glared and moved to the next subway car. Another person stepped into the car, saw the puffing, and turned right back out.

Such hostility.

Smokers, not surprisingly, received the e-cigarette much more warmly; apparently, the sight of an e-cigarette is an open invitation to start a conversation. "Are you trying to quit smoking?" a man at the West 4th Street station asked. He was a pack-a-day smoker and someone had tried to sell him one of the devices, so he said he recognized it immediately. . . . It turns out that a bar is actually the most discreet place to smoke a fake cigarette because it's dark. You can barely see the cigarette except when you are inhaling. The smoke, which has no smell, quickly and discreetly dissipates.

Intro:

The Israeli Ministry of Education and the Israeli Cancer Association have created a special project to help prevent teenage smoking.

Students popular in their school, and willing to take part in the project, were trained to speak to their friends about the dangers of smoking and about addiction in general.

[Adi Karas, Participant of the Project]: "They were really surprised by what we told them because they didn't really know what the cigarette contains or how dangerous it is to use drugs. And after we talked to them and told them stories about people who used drugs and what happened to them or what may actually happen to them, so they were amazed and some of them even thanked me."

Intro:

If the federal government really wants to protect youths from the dangers of smoking, it should make it illegal for them to buy, possess and consume cigarettes and other tobacco, according to the Canadian Convenience Stores Association.

The association said the government bill introduced last week that seeks to crack down further on tobacco advertising, mandate that mini-cigars - called cigarillos - be sold in packages of at least 20, and ban the addition of fruit and candy flavours to tobacco products, does not go far enough.

Dave Bryans, president of the convenience stores association, said the government should also ban the possession, consumption and purchasing of tobacco for anyone under the age of majority.

"You don't see teenagers standing outside of high schools in Canada drinking beer, because they are not allowed to," Bryans said. . . .

Callard said she would like to see convenience stores more involved in helping their customers quit the habit.

"I think that they have got a really narrow understanding of their role, that they think they are there just to make money from selling tobacco as opposed to they are there as a business in the community that should meet community needs," she said.

Intro:

Most local business owners and their customers aren't hot under the collar about the statewide smoking ban that goes into effect on Monday.

On June 1, Nebraska will be the 16th state to place a smoking ban on restaurants, bars and workplaces. The purpose of the Nebraska Clean Indoor Air Act is to protect the public health and welfare by prohibiting smoking in public places and places of employment, state officials and anti-smoking advocates said.

The Department of Health and Human Services Division of Public Health (DHHS) recently conducted a survey that showed that 80 percent of all Nebraskans, smoking and nonsmoking, support of the Act. Up to 20 percent of hotel rooms, tobacco-only retailers, labs that research the health effects of smoking, private residences and cigar bars are exempt from the new law. Residents, employees and patrons will be allowed to smoke inside these facilities only.

Intro:

Truly global standards and definitions will likely never exist for tobacco control surveillance. One difference across definitions of smoking status is whether or not a lifetime consumption of 100 cigarettes is a necessary criterion for ever and current smoking. Frequently asked questions about this measure demonstrate a need for information on its development and appropriateness in different settings. In this commentary, we attempted to assemble information on the origin and adoption of this measure, and provide some critical commentary on its usefulness. . . .

This article contributes to the literature by pulling together archival information, experience of researchers, and limited secondary data analysis to answer questions frequently asked regarding a commonly used self-report question in tobacco use surveillance and research on smoking history - whether or not one has smoked 100 cigarettes in a lifetime. Provenance of simple questions used in multi-purpose health surveys is often not known and difficult to track down. This summary and commentary was developed in response to repeated appearance of these questions (about the 100 cigarettes measure and criterion) on list serve in the fields of epidemiology, public health and tobacco control research, as well as questions brought directly to us in the Ontario Tobacco Research Unit.

Intro:

JUST as the World Health Organization (WHO) last week urged governments to require that all tobacco packages include pictorial warnings to show the sickness and suffering caused by tobacco use, a call has been made to the members of the National Assembly to urgently pass the new tobacco bill standing before the senate with a view to persuade tobacco companies in Nigeria to start putting pictorial and graphical health warnings on their packages as it is done in other countries of the world.Making this call at a seminar organised by the Nigerian Heart Foundation (NHF) on the 2009 World No Tobacco Day in Lagos, President of NHF, Engr. Oluyomi Adeyemi-Wilson regretted that tobacco companies in Nigeria have not been putting pictorial and graphical health warnings on their packages as it is done in countries like Canada, India, Singapore amongst others.

Stating that the theme of this year's celebration was "Tobacco Health Warnings," he explained that health warnings on tobacco product packaging are critical to any effective tobacco control strategy.

Nursing in Practice - New primary care approach to smoking cessation hailed

Intro:

A new systems-based approach to smoking interventions in primary care has increased referrals to local NHS Stop Smoking services by up to 49% in pilot areas, says the Department of Health (DH).

The new approach, which will be rolled out to practices over the next few months, was developed to ensure stop smoking interventions by healthcare professionals are routine and systematic, providing a tailored and consistent approach to patient referral.

The approach recognises smoking as a key clinical issue requiring treatment or referral to a specialist, joining standard issues such as hypertension or high cholesterol.

The system ensures that basic advice on stopping smoking is offered to all smokers, which doubles the likelihood of a quit attempt. Practices that have this systems-based approach in place are expected to see improved quit rates in their patients.

Banning of smoking in public spaces endorsed

Intro:

A recommendation for the banning of smoking on public spaces as a public good and regional goal has been endorsed by Caricom Ministers of Health.

This as the region intensifies its efforts to tackle Non-Communicable Diseases, under the Port of Spain Declaration on Uniting in the fight against NCDs.

The endorsement was given at a meeting of the Caucus of Ministers of Health, in Geneva Switzerland last month.

The Health Ministers also re-affirmed their commitment to the goals and time lines embodied in the Framework Convention
