60+ organizations signed the September 4, 1997 American Lung Assn. letter urging President Clinton to scrap the tobacco pact. The letter read in part:

We believe that the Proposed Settlement between the Attorneys General and the Tobacco Industry will fail to protect the health of the American people. We strongly urge you to oppose the Proposed Settlement and look to the recommendations of the Koop/Kessler commission as a national blueprint for tobacco control.

  • Association of Trial Lawyers of America wrote in a letter to Congress that the proposed settlement didn't offer adequate compensation to injured smokers and unconstitutionally limited consumers' right to bring future suits (c. 9/4/97).   • National Association of Convenience Stores (NACS): "We don't believe that the proposed settlement will achieve any long-term reduction in tobacco consumption by minors." NACS has expressed concern particularly about two areas of the proposed settlement: restrictions on access and promotion of tobacco products in retail establishments, and a proposed federal licensing program.
  • International Brotherhood of Teamsters AFL-CIO"[N]o settlement should make working Americans who have suffered from tobacco-related illnesses second class citizens in their ability to recover damages. Therefore, we urge you to insist that any tobacco settlement approved by Congress not include limits on the rights of Americans to use the court system, or at the very least, include adequate compensation for *all* those injured by tobacco related diseases, particularly working Americans." -- Ron Carey, General President in a letter to Clinton 9/10/97
