Here is a form letter that anyone can use to get a bibliography of hundreds of military reports on smoking, tobacco and cigarettes. Lots of research materials here, many of which have never been made public.

The cost is free to noncommercial requesters because they get the first 100 pages of duplication at no cost, and there is less than 100 pages of tobacco bibliography.

and ask them, mentioning FOIA, for the institution specific SUPPLEMENT to the Bureau of Prisons BOP Program Statement 1640.03, Smoking/Non-Smoking Areas, for each of the following federal prisons:
