Sporting the great, bold crest of the Philip Morris Tobacco Company on virtually every page, this report outlines, bullet by bullet, PM's hard-hitting corporate plan to attack the secondhand smoke issue in northern Europe. Aimed at reversing the declining social acceptability of smoking in the Nordic area, it includes crafting a "second opinion" about the health effects of ETS, "building smokers' self-esteem," creating an "airline milieu" to use as a venue for offering their own information, putting on "healthy building seminars" using Gray Robertson's company, ACVA (which later became Healthy Buildings International, after Philip Morris took it over) and an extensive media plan for assuring that PM's point of view stretches to reach virtually every citizen of northern Europe--without a single soul knowing that it is PM's point of view.
The entire document is spectacular in its own right for the level of detail it reveals about PM's all-encompassing battle tactics to fight health measures. Their plans even include a diversionary "white-hat" proposal for currying favor among Nordic-area politicians while they clandestinely fight pro-health legislation:
"Prepare plan for approaching other issues in society (AIDS, traffic, etc.), offering statistical material and helping them to get more funds for their projects.").But perhaps the most telling line from the document is this one, listed under "Tactics":
"4. Build IAQ [indoor air quality] industry and science without visible tobacco industry presence."

The Above Approach Assumes that...
1. Correcting the ETS misconception offers on offensive tool in: --countering further spread of anti-smoking legislation, --countering recommendations and actions against smoking in public places and at workplace, --building smokers' self-esteem...
...3. The key to success is credibility, which in the Nordic area means that the tobacco industry has a low profile in stage 1 while working through other parties.
